border-left-width: 0px; border-style: initial; border-color: initial; font-size: 14px; line-height: 23px; "> 千真万确，我国曾经将政府的财政预算决算作为国家秘密。1951年，中央人民政府颁布《保守国家机密暂行条例》，“暂行”了数十年，该条例以列举的方式划定了国家秘密的一些大项，其中第五项是“国家财政计划，国家概算、预算、决算及各种财务机密事项”。这就是说，1951年的暂行条例，确实将政府预算列为国家秘密。</p><p style="margin-top: 15px; border-left-width: 0px; border-style: initial; border-color: initial; font-size: 14px; line-height: 23px; "> 但是，《保密法》于1989年5月1日起施行的时候就明确规定：“1951年6月公布的《保守国家机密暂行条例》同时废止”。这就是说，将政府预算作为国家秘密的《保守国家机密暂行条例》已经废止20年了，将政府预算作为国家秘密已经没有法律依据。</p><p style="margin-top: 15px; border-left-width: 0px; border-style: initial; border-color: initial; font-size: 14px; line-height: 23px; "> 政府预算向社会公开，是国际惯例，也是民主政治的常识。上世纪初，留学日本的中国知识分子，惊诧于日本政府预算公开带来的重大意义，率先在国内呼吁政府预算公开，政府接受人们的监督。这样的呼声，在传统皇朝财政秘密化的大背景下，无疑是振聋发聩的。这样的呼声，至今已经过去整整一百年了。今天，我国正在进行的公共财政改革，其核心内容就是建立健全公共预算制度，实行阳光财政。而阳光财政，顾名思义，就是将政府预算放到阳光下，接受人民的监督，杜绝预算和预算执行中的私相授、暗箱操作。这就是说，我国财政改革的方向就是政府预算公开，将政府预算作为国家秘密也是与财政改革方向背道而驰的。</p><p style="margin-top: 15px; border-left-width: 0px; border-style: initial; border-color: initial; font-size: 14px; line-height: 23px; "> 政府预算公开不但是各国通例，而且也是政治伦理的具体体现。政府预算资金无一例外来自公众的奉献。公众将自己的财产权让渡给政府，委托政府使用此财政资金提供公共物品，进行公共服务。那么，政府怎么花这些钱，要让公众看得到。政府预算就是关于政府如何花钱的计划，这种计划凭什么向公众保密？凭什么不让公众知情？固然，目前的《政府信息公开条例》没有明确规定将财政预算向社会公开。但是，无论《保密法》还是《政府信息公开条例》，它们的重要原则都是“公开是原则、保密是例外”，如果法律没有明确规定需要保密、禁止公开的，那么一切政府信息，包括政府预算，是要向社会公众公开的，是不得拒绝公众公开化的要求的。</p><p style="margin-top: 15px;
